Zoning in Bali: green belt, residential and why it decides everything
Zoning is invisible from the plot and decides whether you may build, rent, or do neither.

Why it catches people
Nothing on a plot tells you its zoning. Neighbours may have built; that is evidence of what has been tolerated, not of what is permitted. Enforcement in Bali is episodic rather than absent, which is the worst combination: the rule is real but the breach is common, so buyers reasonably conclude it does not matter until it does.
The check is quick and cheap relative to the cost of being wrong. Ask for the zoning designation in writing before any deposit.

Can I build a villa on green belt land in Bali?
Not lawfully as a commercial villa. Green belt is agricultural zoning, and a permit for tourism accommodation will not be issued on it.
Other villas are already built there — does that make it fine?
No. It means enforcement has not reached them yet. You inherit the exposure when you buy.
