When the lease clock starts
An off-plan leasehold is sold with a term — 25, 28, 30 years — and the deed says when that term begins. If it begins at signing, the build comes out of your years: a villa handed over 18 months after signing on a 25-year lease leaves you 23 and a half years of use. The developer guide on this site tells developers to state this on every listing; if a listing does not, ask.
The years are worth money. Across leaseholds for sale on 18 October 2026, the median asked IDR 150 million per year of its stated term. Ask for the term to run from handover, or for the deed to add the construction period, or for a fixed end date that does not move backwards if the build is late.
The documents that make it finished
A handover is complete when you hold the paper, not when you hold the keys. Collect each of these before the final payment, or have the contract make the final payment conditional on them.
| Document | What it proves | Rule |
|---|---|---|
| SLF (Sertifikat Laik Fungsi) | The building may lawfully be used | PP 16/2021: SLF before use (art 274) |
| PBG with approved drawings | The building was approved; compare it with what stands | PP 16/2021 (art 253) |
| Signed lease deed, or the registered certificate | Your right to the villa, beyond the PPJB | Notarial deed for a lease; PPAT deed and land-office registration for HGB or Hak Pakai |
| Strata certificate, for an apartment | Your unit is registered in your name | Registered per unit after completion; some developers delay it for years |
| PLN connection: its VA capacity and whose name the account is in | The villa has the power it was sold with | PLN |
| Water source and SIPA permit for a well | The villa has lawful water | Groundwater use requires a SIPA |
Snagging: inspect before the last payment
Snagging is the list of defects found at completion. Make it with an engineer or building surveyor you appoint, not the developer’s site manager, and walk the villa against the approved drawings: floor area, room layout, pool position and anything that differs from the PBG, because unapproved changes can void insurance on that part and need the permit amended.
Test what a dry showroom day hides. Turn on every air conditioner and the pool pump together and see whether the breaker holds. Run every tap and shower at once for pressure and hot water. Look for water marks after rain, at ceilings, window frames and under the roof edge, and watch where the garden drains in a downpour. Check that doors close, tiles sound solid and the pool holds its level.
Agree in the sale contract, before you sign it, that a part of the price is paid only once the snagging list is signed off, and that the developer repairs defects that appear within a stated period after handover. A retention you did not negotiate in advance is very hard to impose at the end.
When the handover is late
The protection is whatever the contract says, so read it for the handover date, the penalty for each month of delay, the point at which you may cancel, and how your payments are refunded if you do. A penalty is only as good as the company liable to pay it.
Payments tied to verified construction stages rather than dates keep your money in step with the building. Under PP 12/2021 a developer may not sign a binding PPJB until the land title is clear, the PBG issued, infrastructure in place and construction at least 20% complete, confirmed by an independent consultant, and may not collect more than 80% of the price before those conditions are met. Check which conditions your project had met when you signed.
If you plan to let it
A villa let nightly is an accommodation business. It needs a valid PBG and SLF, an NIB with the Villa classification (KBLI 55193), held through a PT PMA for a foreign owner, and registration for PBJT, the regency’s hotel tax. Unlicensed listings have been delisted by the Ministry of Tourism since 1 August 2026. A developer’s rental projection that starts on the day of handover assumes all of these exist on that day; ask who is applying for them and when.
Ask too whether the price you paid included VAT. A new-build bought from a developer can carry VAT that a leasehold resale does not, and the answer belongs in writing before handover, not on the final invoice.
Common questions
When does the lease start on an off-plan villa in Bali?
When the deed says. If it starts at signing, the 12–18 months a villa build is reported to take come out of your term. Ask for the term to run from handover, or for a fixed end date that is not shortened by delay.
What is an SLF and do I need one at handover?
The SLF (Sertifikat Laik Fungsi) is the certificate that a finished building is fit for use. Under PP 16/2021 a building needs it before it is used, and a let villa needs it for its licences. Collect it at handover, or make the final payment conditional on it.
What should I check at an off-plan handover?
The SLF, the PBG drawings against what stands, the signed lease deed or registered certificate, the PLN capacity and the water source; then a snagging inspection with your own engineer: air conditioning and pool pump together, water pressure, leaks after rain, drainage and finishes.
What happens if my off-plan villa is delivered late?
Whatever the contract provides: a penalty per month of delay, a date after which you may cancel, and a refund of your payments. Check before signing that the penalty is owed by a company with assets, and pay by construction stage rather than by date.
Can I hold back part of the price until defects are fixed?
Only if the sale contract says so. Agree before signing that a part of the price is paid once the snagging list is signed off, and that the developer repairs defects found within a stated period after handover.

Lease terms are medians over leaseholds listed by Baliestate’s partner agencies on 6 October 2026 (off-plan and completed), and the price per lease-year over those on 18 October 2026, as the off-plan and leasehold guides publish them. The 12–18 month build time is industry-reported, as the renovation guide states. General information, not legal advice: have a lawyer read the sale contract before signing.
