Before handover you do not own a villa. You hold a contract: a reservation letter, a sale agreement or a PPJB, with payments made and payments still due. Selling before completion means transferring that contract to someone else, usually by an assignment the developer signs, or by cancelling yours and the developer issuing a new one to your buyer.
On a leasehold, the lease itself is often only signed at handover, so check what document your buyer will receive and from whom.

Ask your notary to read these before you sign the original agreement. Afterwards, they are the developer’s terms.
| Clause | What to look for | Why it matters |
|---|---|---|
| Assignment | Whether you may assign, and whether the developer’s consent is needed | Without it there is nothing to sell until handover |
| Transfer fee | A fee or a share of the price charged on assignment | It comes off your proceeds |
| Resale restriction | A ban on reselling below the developer’s list price, or before a date | It can stop a sale you need |
| Payments due | Who pays the remaining stages after transfer | Your buyer needs the cash for them |
| Lease start | At signing or at handover | It sets the years your buyer will get |
| Defects and delay rights | Whether they pass to the new buyer | A buyer will price their absence |
Your buyer can compare you with two things: the developer’s own remaining units, often sold with a payment plan you cannot offer, and completed villas they could move into. In Baliestate’s partner listings on 6 October 2026, a 2-bedroom off-plan leasehold asked a median IDR 4.40 billion for 111 m², and a completed one IDR 3.54 billion for 122 m².
The resale price that sells is usually close to what you paid plus what the project’s progress is worth to someone who now carries less construction risk. A project with its PBG issued, its structure up and handover on schedule resells more easily than one waiting for permits.
Ask an Indonesian tax adviser how the transfer of your contract will be taxed before you list it: a contract transfer is not the same transaction as the sale of a completed leasehold, whose seller pays a final 10% under PP 34/2017, and the treatment can depend on the documents. Budget for the notary’s fee for the assignment and any transfer fee the developer charges.
Keep the receipts for every stage payment, the original agreement and the developer’s written consent; your buyer’s notary will ask for all three.
Indonesia has no public register of sale prices, and no source we could check publishes resale volumes or prices for Bali off-plan contracts. Agencies’ stories of quick resales at a profit are not evidence of a market. If you would need to sell before completion, buy as though you might not be able to.
Only if your agreement allows assignment. Many developer contracts require the developer’s consent and some charge a transfer fee or restrict resale below the developer’s own price. Read the clause before you sign.
No source we could check publishes off-plan resale prices or volumes for Bali, so there is no evidence either way. A resale has to compete with the developer’s unsold units and with completed villas, which asked a median IDR 30.4 million per m² against IDR 47.0 million for off-plan on 6 October 2026.
Your contract: the remaining payments, the handover date, the lease start and whatever defects and delay rights the agreement gives. They will check the developer and the permits as carefully as you should have.

Prices are medians over the priced sale listings of Baliestate’s partner agencies on 6 October 2026, as the off-plan price guide publishes them. Asking prices, not transactions. The 10% leasehold rate is as the tax guide cites PP 34/2017. General information, not legal or tax advice.
