Start from the comparison buyers will make

A buyer in Sydney, Berlin or Moscow does not see a project in isolation. They open a portal, filter by area and bedrooms, and see the developer’s off-plan units next to completed villas they could move into this year. In Baliestate’s partner listings on 6 October 2026, a completed 2-bedroom leasehold asked a median IDR 3.54 billion for 122 m², and an off-plan one IDR 4.40 billion for 111 m².

A premium can be fair: a newer build, a longer lease, a better location or specification, a staged payment schedule. It has to be stated in numbers the buyer can check: lease years against the completed villas nearby, price per m² of building and per year of lease, and what is included (furniture, pool, VAT). A buyer who finds the gap alone reads it as overpricing.

Baliestate shows each listing against the median of similar listings in the same area and size band. A developer can see the same comparison before launch, on the Silver plan, and price the units where they can be defended.

Foreign buyers have read about nominee deals that went wrong, the farmland restrictions and the 2026 delisting of unlicensed villas. They ask the same questions of every project, and the project that answers them in writing, with documents, earns the call. Do not restate the law in marketing copy; state your project’s facts and link a neutral explanation. Baliestate’s guides cover each of these with sources, and a developer may send them to buyers.

  • Title and holder of the land, and whether the lease is registered with a notary (PPAT): see the guides on leasehold and freehold and on what a notary does.
  • Building permit (PBG) issued or applied for, and when the SLF is expected: see the building permits guide.
  • Zoning of the plot, in the provincial context of Perda 4/2026: see the guides on zoning and on where building is now restricted.
  • Whether the villa can be let to holiday guests, and which licence it is designed to obtain: see the short-term rental licensing guide.
  • How a foreigner can hold it (a lease in their own name, Hak Pakai, or HGB through a PT PMA), and why nominee arrangements are off the table: see the nominee and PT PMA guides.
  • When a binding pre-sale agreement (PPJB) can be signed and what happens to payments if construction slips: see the off-plan selling and handover guides.

Channels that reach foreign buyers

No one channel carries a project. What follows is practice, not measured data: Baliestate does not publish conversion rates by channel and we found no source that does.

Qualify enquiries before the sales call

Off-plan enquiries arrive at all hours, in many languages, and most begin with a render and ‘price?’. Before anyone books a call, the useful answers are the buyer’s purpose (to live in, to rent out or to invest), budget and its currency, timeline, freehold or leasehold and the minimum lease years, cash or financing, and nationality with the intended ownership route. Those decide whether the project fits at all. Expect most of them to come from listings and from the project’s own page rather than from housing groups: in the month to 19 October 2026, the groups Baliestate reads carried 38 purchase requests against 1,685 to rent.

Baliestate’s WhatsApp assistant asks exactly these questions, a few at a time, and passes the brief to the agency or developer that listed the home. The guide on AI lead qualification lists them and what the assistant will not do.

Follow up with something real: a new floor completed, a permit issued, a unit released. A dated progress update answers the buyer’s main fear, which is that the project will stall with their money in it.

What Baliestate does for a developer

On Silver (USD 100 a month) the developer adds the project website, and every unit, price change and sold unit follows daily, shown on the area’s off-plan page and named with the developer, with pricing against comparable homes and the enquiries about each unit sent to the developer. Gold (USD 500 a month plus commission) adds unlimited contacts from buyers in housing groups, each request matched to the project’s units, a 24/7 AI agent that offers matching villas and a viewing slot, market search and insights, and a view of how each unit shows on Google and in AI search. Enterprise adds CRM sources, a REST API and webhooks, and SEO and GEO work on the developer’s own website.

Baliestate does not guarantee buyers, viewings or sales. Its market figures are asking prices from partner listings, refreshed daily, not sale prices.

Common questions

How do you sell off-plan villas in Bali to foreigners?

List every unit with its price, size, tenure, lease years and payment schedule where foreign buyers search, explain any premium over completed villas nearby, publish the title, permit and zoning facts with documents, and qualify each enquiry on budget, purpose, timeline and ownership route before a sales call.

Where can a developer list an off-plan project in Bali?

On its own website first, then on portals that show off-plan projects on their own pages. Baliestate lists them from USD 100 a month, read daily from the developer’s website, on each area’s off-plan page apart from completed homes.

How much more do off-plan villas ask than completed ones in Bali?

In Baliestate’s partner listings on 6 October 2026, off-plan villas asked a median IDR 47.0 million per m² of building against IDR 30.4 million for completed villas, about 55% more. These are asking prices, not sale prices.

Does Perda 4/2026 stop foreigners buying off-plan villas?

No. It bans nominee land ownership and the brokering of it, with administrative sanctions, and blocks new villa and hotel permits on productive farmland; it does not stop a foreigner leasing a villa in their own name on properly zoned land. A developer should state its project’s title, zoning and permits and link a neutral explanation; Baliestate’s guide on nominee agreements and Perda 4/2026 sets out what changed, with its sources.
