Access and road width: the cheapest check that saves the most
A plot with no legal right of way is a plot you cannot build on, however good the price.

Many Bali plots are reached across someone else's land. That arrangement works until the neighbour sells, dies, or falls out with you. A right of way recorded in the certificate survives all three; an informal understanding survives none of them. The legal difference matters most exactly when it is tested, which is also the moment an informal arrangement is least likely to survive.
What Indonesian law actually gives you
Indonesia's Civil Code (KUHPerdata) recognises a right of way for land that has no access to a public road or waterway — the owner can demand a route across a neighbour's land, taken by the shortest and least damaging path, in exchange for compensation for the loss caused. The 2004 Roads Law separately affirms a right to reach the public road network. Both give a landlocked owner a route, in principle; neither hands over the negotiating position that recorded access in your own certificate gives you.
Relying on the general right rather than a recorded easement means negotiating price and route with a specific neighbour — potentially in court — rather than pointing to a document. That is a materially worse position to buy into. Once an easement of way is registered, it binds successors in title to the land it crosses, not just the current neighbour — exactly the protection an informal arrangement lacks, since a new owner of the servient land owes you nothing unless the right was recorded before the sale.
Road width, by category
Indonesia classifies public roads by function and sets a minimum width for each. Under the national roads regulation, a primary environmental road — the category most residential lanes fall into — has a minimum road-body width of 6.5 metres where it must carry general traffic, or 3.5 metres where it excludes vehicles with three or more wheels. A private gang serving a small number of villas is not classified this way and is agreed between the parties, but the same underlying test — can a delivery truck and a concrete mixer actually reach the plot — is what determines construction cost and, later, whether guests can be dropped at the door.

Checking access before you commit
This is the cheapest due-diligence step available, and the one most often skipped because the plot itself looks fine.
- Walk the access route yourself, and drive it if a vehicle would need to.
- Confirm the right of way is recorded on the certificate, not just currently open.
- Ask what happens at the narrowest point — a gate, a bridge, a shared corner — under a fully loaded truck.
- If access crosses someone else's land, get the easement in writing and registered, not a verbal understanding with the current owner.

What road width do I need to build in Bali?
Enough for a concrete mixer and delivery truck. Narrow gang access raises construction cost substantially and can rule out some builds entirely.
Is there a legal right of way in Indonesia for landlocked land?
